SEC and a new virtual currency for GTA VI Online?

A letter was found on the EESC website, published in the comments section of a document (link: https://www.sec.gov/comments/S7-2026-27/s7202627-1008719-3218349.pdf). The letter, signed by Daniel Emerson, speaks of a “a proprietary virtual evaluation of next generation”. It seems to be the new in-game currency for GTA VI Online, which would replace the Shark Cards. Players could buy Sharkbux from Rockstar at a fixed price and spend them in the game, while UGC creators (User Generated Content) could earn Sharkbux and make their real money exchange. However, I am not entirely convinced of the legitimacy of this discovery. Has it been mentioned before?
