The regulatory change is based on the impact of two generations of video game development and the greater sophistication of the world of GTA 6. The co-chief of Rockstar Games and Development Lead of GTA 6, Rob Nelson, explained that a similar approach to that of GTA 5 would have been “coherent” with the narrative and the level of realism required by the game. "We do not think it works more at this resolution and with behavioral sophistication that we demand from our population now," Nelson said. "In GTA 5 you can pull out a pump rifle from nowhere in front of people without any reaction. That's not how it works here. " Nelson also specified restrictions on the transport and use of weapons: "You can always keep two guns hidden every time you want," he explained. "You can carry two long weapons and will be visible on your back and in your hand. You can't put both on your back: one goes in the side hand and one on your back if you want to take two. L'esempio della mappa superata di Red Dead Redemption 2 suggerisce comunque che lo spazio a disposizione rimane vastissimo, ed è questo soprattutto a incuriosire, considerando la densità di dettagli che si preannuncia nel mondo di Vice City. La decisione di ridurre il numero di personaggi giocabili, seppur un ostacolo per alcuni, sembra giustificata dalla necessità di mantenere la coerenza del comportamento degli NPC e dal carico computazionale che un sistema di IA più complesso avrebbe comportato.
